However, where an operator must do many operations outside the press, such as lubricating, trimming, deburring, etc., a longer interval up to 30 seconds is permitted. fOSHA Conveyor Standards (1) Use of lead. (vi) The presence sensing device location shall either be set at each tool change and set-up to provide at least the minimum safety distance, or fixed in location to provide a safety distance greater than or equal to the minimum safety distance for all tooling set-ups which are to be used on that press. (11) Device means a press control or attachment that: (i) Restrains the operator from inadvertently reaching into the point of operation, or, (ii) Prevents normal press operation if the operator's hands are inadvertently within the point of operation, or, (iii) Automatically withdraws the operator's hands if the operator's hands are inadvertently within the point of operation as the dies close, or. tensile strength 20,000 p.s.i.) A test report shall be prepared for each PSDI safety system that is tested. All foot operated devices (i.e., treadles, pedals, bars, valves, and switches) shall be substantially and effectively protected from unintended operation. The maximum anticipated working pressures in any hydraulic system on a mechanical power press shall not exceed the safe working pressure rating of any component used in that system. (b) The performance of combined subsystems meets OSHA's operational requirements. Overhead rope drive and block and roller-chain-drive guards shall be not less than six (6) inches wider than the drive on each side. Type 27 and Type 28 wheels shall be used only with a safety guard located between wheel and operator during use. Blanking of the sensing field is not permitted. (ix) Barriers shall be fixed to the press frame or bolster to prevent personnel from passing completely through the sensing field, where safety distance or press configuration is such that personnel could pass through the PSDI presence sensing field and assume a position where the point of operation could be accessed without detection by the PSDI presence sensing device. (1) This section covers all types and shapes of power-transmission belts, except the following when operating at two hundred and fifty (250) feet per minute or less: (i) Flat belts one (1) inch or less in width. (iii) All mechanical power press controls shall incorporate a type of drive motor starter that will disconnect the drive motor from the power source in event of control voltage or power source failure, and require operation of the motor start button to restart the motor when voltage conditions are restored to normal. (iv) Mechanical power presses with a configuration which would allow a person to enter, pass through, and become clear of the sensing field into the hazardous portion of the press shall not be used in the PSDI mode of operation. (32) Guard means a barrier that prevents entry of the operator's hands or fingers into the point of operation. (c) The device shall be constructed so that a failure within the system does not prevent the normal stopping action from being applied to the press when required, but does prevent the initiation of a successive stroke until the failure is corrected. (i) The requirements of paragraph (h) shall apply to all part revolution mechanical power presses used in the PSDI mode of operation. (i) Overhead horizontal belts, with lower parts seven (7) feet or less from the floor or platform, shall be guarded on sides and bottom in accordance with paragraph (o)(3) of this section. A correlation of the brake and/or clutch degradation based on the above tests and/or estimates shall be made and documented. Cranks and connecting rods, when exposed to contact, shall be guarded in accordance with paragraphs (m) and (n) of this section, or by a guardrail as described in paragraph (o)(5) of this section. Subpart PHand and Portable Powered Tools and Other Hand-Held Equipment. The press manufacturer's recommendations shall be followed. All revolving collars, including split collars, shall be cylindrical, and screws or bolts used in collars shall not project beyond the largest periphery of the collar. It is recommended that old installations be changed to conform to this rule. (4) Clutch means the coupling mechanism used on a mechanical power press to couple the flywheel to the crankshaft, either directly or through a gear train. (iv) All a.c. control circuits and solenoid value coils shall be powered by not more than a nominal 120-volt a.c. supply obtained from a transformer with an isolated secondary. All contact surfaces of wheels, blotters and flanges shall be flat and free of foreign matter. 1. (5) Saw frames or tables shall be constructed with lugs cast on the frame or with an equivalent means to limit the size of the saw blade that can be mounted, so as to avoid overspeed caused by mounting a saw larger than intended. The failure shall be detectable by a simple test, or indicated by the control system. (ii) The safety system shall be designed, constructed, and arranged as an integral total system, including all elements of the press, the controls, the safeguarding and any required supplemental safeguarding, and their interfaces with the operator and that part of the environment which has effect on the protection against point of operation hazards. (2) Foot operated devices. Employees are also encouraged to pay close attention to work pieces that have slots or other surface profiles that may increase the risk of entanglement. Visors or other accessory equipment shall not be included as a part of the guard when measuring the guard opening, unless such equipment has strength equal to that of the guard. The employer shall evaluate and test the PSDI safety system installation, shall submit to the OSHA-recognized third-party validation organization the necessary supporting documentation, and shall recertify that the requirements of 1910.217(a) through (h) and this appendix are being met. All auxiliary equipment such as mill divider, support bars, spray pipes, feed conveyors, strip knives, etc., shall be located in such a manner as to avoid interference with access to and operation of safety devices. This exception also is referred to as the "minor servicing exception." (iv) The following are some of the machines which usually require point of operation guarding: (4) Barrels, containers, and drums. (11) Off-hand grinding means the grinding of any material or part which is held in the operator's hand. Overhead-rope and chain-drive guard construction shall conform to the rules for overhead-belt guard. 1910.7 Definition and requirements for a nationally recognized testing laboratory.
